{"id":16693,"date":"2023-08-17T19:10:19","date_gmt":"2023-08-17T19:10:19","guid":{"rendered":"https:\/\/www.voteriders.org\/?p=16693"},"modified":"2023-08-17T19:14:14","modified_gmt":"2023-08-17T19:14:14","slug":"voteriders-impact","status":"publish","type":"post","link":"https:\/\/www.voteriders.org\/voteriders-impact\/","title":{"rendered":"VoteRiders Reaches Americans Who Are Disproportionately Impacted by Voter ID Laws"},"content":{"rendered":"<p><em><span style=\"font-weight: 400;\">August 17, 2023<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">In the midterm election cycle (2021-2022) <\/span><a href=\"https:\/\/www.voteriders.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">VoteRiders<\/span><\/a><span style=\"font-weight: 400;\"> ran its most ambitious and far-reaching program to date.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the course of two years, <\/span><a href=\"https:\/\/www.voteriders.org\/freehelp\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">we directly reached over <\/span><b>7 million voters<\/b><\/a><span style=\"font-weight: 400;\"> with ID information and help.<\/span><\/p>\n<p><b>But did it make an impact?<\/b><span style=\"font-weight: 400;\"> I\u2019m excited to share the results from our most rigorous program analysis to date and \u2014 spoiler alert \u2014 yes, <\/span><b>VoteRiders\u2019 work made a real difference.<\/b><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-16704 size-medium\" src=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-300x200.jpg\" alt=\"VoteRiders is Reaching Americans Who Are Disproportionately Impacted by Voter ID Laws \" width=\"300\" height=\"200\" srcset=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-300x200.jpg 300w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-1024x683.jpg 1024w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-768x512.jpg 768w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-1536x1024.jpg 1536w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/105A37392-2048x1365.jpg 2048w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Following the 2022 election, we conducted an analysis of a sample of 134,000 voters we assisted during the year via different methods:<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in-person ID assistance<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">virtual ID assistance<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">text messaging<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">and letter-writing.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">We shared this sample with an independent data firm for their analysis. The firm conducted a cross-reference of our sample with the public voter file (to gauge registration and voting rates) as well as to provide us with an estimate of the demographics of these voters (race, income, education, and age).\u00a0<\/span><\/p>\n<blockquote>\n<h3><b>The analysis found that VoteRiders\u2019 work effectively targets the individuals who are most often left out of voter mobilization efforts and who are disproportionately impacted by <\/b><a href=\"https:\/\/www.voteriders.org\/voterid\/\" target=\"_blank\" rel=\"noopener\"><b>voter ID laws<\/b><\/a><b>.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h3>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Across the sample, voters of color, low-income Americans, and those with a high school degree or less represented the vast majority of voters we contacted with free voter ID information and help offers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While campaigns and parties often ignore \u201clow propensity\u201d or unlikely voters like these individuals \u2014 who have limited-to-no voting history \u2014 at VoteRiders, <\/span><b>we center their needs as part of a long-term strategy to expand and diversify the electorate<\/b><span style=\"font-weight: 400;\"> by removing the powerful barriers created by ID laws.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-16718 size-medium\" src=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--225x300.jpeg\" alt=\"VoteRiders is Reaching Americans Who Are Disproportionately Impacted by Voter ID Laws \" width=\"225\" height=\"300\" srcset=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--225x300.jpeg 225w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--768x1024.jpeg 768w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--1152x1536.jpeg 1152w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--1536x2048.jpeg 1536w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/Eric-Melendez--scaled.jpeg 1920w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/p>\n<p><b>Preliminary research shows VoteRiders\u2019 exciting potential to engage new and unlikely voters in the electoral process via our ongoing <\/b><a href=\"https:\/\/www.voteriders.org\/about\/\" target=\"_blank\" rel=\"noopener\"><b>ID assistance work<\/b><\/a><b>.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our partner, <\/span><a href=\"https:\/\/houjustice.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Houston Justice,<\/span><\/a><span style=\"font-weight: 400;\"> offers a promising case study for how to effectively leverage site-based ID assistance programs to register and turn out new voters. The individuals they engaged successfully registered to vote at rates far higher than demographically comparable peers, with 80% of voters engaged via ID assistance being active registered voters by the midterm elections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While voter turnout rates for these individuals were much lower (10%) than desired, it is worth noting that <\/span><b>over 50% of these individuals who did vote were doing so for the first time<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote>\n<h3><b>By strategically and precisely targeting the eligible voters whose ballots are rejected for ID-related reasons, VoteRiders saw impressive results.\u00a0<\/b><\/h3>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">During the midterms, our outreach work in Texas helped voters cast their ballots by mail with overwhelming success after there were unprecedented ballot rejections due to\u00a0 a new <a href=\"https:\/\/www.voteriders.org\/states\/texas\/\" target=\"_blank\" rel=\"noopener\">voter ID law<\/a> a few months earlier.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">VoteRiders\u2019 targeted outreach, via letter-writing and text-banking, between May-October 2022 was critical in alerting <\/span><b>nearly 15,500 Texas voters \u2014 whose ballots were rejected in the March 2022 primary election due to the new law \u2014 and ensuring their voices were heard<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our outreach provided them with the updated, accurate, and timely ID information they needed so their ballot would count in the general elections.\u00a0<\/span><\/p>\n<blockquote>\n<h3><b>Over 92% of the Texas voters we contacted via letter-writing, and 87% of those we contacted via text, were able to successfully vote in the midterm elections after having their ballots rejected in March.<\/b><\/h3>\n<\/blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-16715 size-medium\" src=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-225x300.jpg\" alt=\"VoteRiders is Reaching Americans Who Are Disproportionately Impacted by Voter ID Laws \" width=\"225\" height=\"300\" srcset=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-225x300.jpg 225w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-768x1024.jpg 768w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-1152x1536.jpg 1152w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-1536x2048.jpg 1536w, https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/08\/IMG_5203-scaled.jpg 1920w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, our work in Georgia effectively alerted unlikely voters to <\/span><a href=\"https:\/\/www.voteriders.org\/states\/georgia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ID requirements for voting<\/span><\/a><span style=\"font-weight: 400;\">, and supported electoral participation for individuals who lacked ID.\u00a0<\/span><\/p>\n<p><b>The vast majority of the 116,000+ voters we contacted <a href=\"https:\/\/www.voteriders.org\/analysis-millions-lack-voter-id\/\" target=\"_blank\" rel=\"noopener\">did not have the ID<\/a> required to vote.\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">We sent handwritten letters and text messages to these targeted voters offering <\/span><a href=\"https:\/\/www.voteriders.org\/freehelp\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">free help from VoteRiders<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>19% of letter-writing recipients and 23% of text message recipients successfully cast a ballot in the midterms.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b>18% of the letter recipients and 13% of the text recipients who voted were doing so for the first time<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These voters will now be prepared with the ID information and documents they need to vote in every election!<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As we look towards the 2024 presidential election cycle and beyond, we\u2019ll be sure to apply this data to all of our voter ID education and assistance efforts moving forward.\u00a0<\/span><\/p>\n<p><strong>We\u2019ll even more intentionally include regular voter registration and voting reminders into our ID assistance work.<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Our work starts with ID help, but we can\u2019t stop there if we want individuals to use their new IDs to cast a ballot that counts. We plan to replicate the effective voter registration techniques that Houston Justice employed as part of its ID assistance while also mainstreaming voter registration and regular voting reminders into our quickly-growing portfolio of <\/span><a href=\"https:\/\/www.voteriders.org\/volunteer\/?swcfpc=1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">in-person and virtual voter ID assistance work<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>We will also be strategically filing open records requests in states with new and changing ID laws which will allow us to precisely target our outreach to the voters who need us most.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019ll replicate our successful Texas and Georgia strategies in as many states as possible in 2023 and 2024, and have already done so this year in Arizona, Georgia, Ohio, North Carolina, Texas, and Wisconsin.<\/span><\/p>\n<blockquote>\n<h3><b>Our work is already moving the needle in important ways with new and more diverse voters, but we can continue to refine our strategies for even more impact going forward.\u00a0<\/b><\/h3>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Against the backdrop of <\/span><a href=\"https:\/\/www.voteriders.org\/staterules\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">new and stricter voter ID laws<\/span><\/a><span style=\"font-weight: 400;\"> passing at a rapid pace (eight in 2023 already!), the need for <\/span><a href=\"https:\/\/www.voteriders.org\/about\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">VoteRiders\u2019 work<\/span><\/a><span style=\"font-weight: 400;\"> has never been greater.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We are committed to continuously evaluating and improving the effectiveness of our work to meet new and emerging challenges and <\/span><b>help millions of voters overcome the barriers created by <\/b><a href=\"https:\/\/www.voteriders.org\/voterid\/\" target=\"_blank\" rel=\"noopener\"><b>voter ID laws<\/b><\/a><b>.<\/b><\/p>\n<p>As a nonprofit organization, we rely on the generosity of individual donors and dedicated volunteers to power all of our work.
