She took direct aim at how easy it is for young people to vote, and she didn\u2019t sound happy about it.<\/p>\n<p>\u201cThey basically put the polling place next to the student dorm so they just have to roll out of bed, vote, and go back to bed,\u201d she said at one point. She also took aim at the use of same-day voter registration by students in Michigan last fall. \u201cThere were hundreds of votes that were cast by students who were registered after the deadline, after the polls closed,\u201d Mitchell\u00a0<a class=\"Link\" href=\"https:\/\/twitter.com\/lawindsor\/status\/1649468585322881024?s=20\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">alleged<\/a>, adding, \u201cbut those ballots all still counted.\u201d<\/p>\n<p>Of course, the real state of play for student voters didn\u2019t shape up quite as she makes it sound. For one thing, those Michigan students taking advantage of same-day registration\u00a0<a class=\"Link\" href=\"https:\/\/michigan.votebeat.org\/2022\/11\/18\/23467044\/university-michigan-msu-election-day-lines\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">had to wait in line for hours on Election Day in order to do so<\/a>, until the wee hours of Wednesday morning \u2014 perhaps why some same-day registrations were processed after the polls had been scheduled to close, for students who had gotten in line well before that and thus were still allowed to vote.<\/p>\n<p>The audio, obtained by a journalist, Lauren Windsor, captured Mitchell making a presentation titled \u201cA Level Playing Field for 2024.\u201d Mitchell runs the Election Integrity Network, and, the Washington Post\u00a0<a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/nation\/2023\/04\/20\/cleta-mitchell-voting-college-students\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">reported<\/a>, she repeatedly said the endeavor was not about winning campaigns and wasn\u2019t partisan.<\/p>\n<p>Nonetheless, she was pitching the assembled Republican donors for funding to carry out her plan, an effort her\u00a0<a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/nation\/2023\/04\/20\/cleta-mitchell-voting-college-students\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">presentation said<\/a>\u00a0was necessary \u201cfor any candidate other than a leftist to have a chance to WIN in 2024.\u201d<\/p>\n<p>The audio has her repeatedly returning to the subject of college-aged voters, referring to polling places on college campuses in Wisconsin and noting key counties in certain states, such as Durham, in North Carolina, \u201cwhere Duke University is.\u201d<\/p>\n<p>Her comments made news and drew criticism because she appeared to be advocating for reducing access for voters who tend to cast ballots for Democrats. As a separate Washington Post\u00a0<a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/04\/20\/republicans-voting-young-people\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">analysis<\/a>\u00a0pointed out, there are more polling places in senior centers, and Mitchell wasn\u2019t complaining about those. But her remarks also are an opportunity to consider some of the very real barriers facing young voters, including restrictive voter identification laws \u2014 which Republicans are\u00a0<a class=\"Link\" href=\"https:\/\/rollcall.com\/2023\/03\/10\/gop-showcases-states-with-added-voter-id-laws-as-model-for-country\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">pushing for<\/a>.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.voteriders.org\/wp-content\/uploads\/2023\/04\/CDCE_VoteRiders_ANES2020Report_Spring2023.pdf\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">New research<\/a>\u00a0shows more than 11 million people between the ages of 18 and 29 didn\u2019t have a driver\u2019s license in 2020 \u2014 a potentially significant barrier, given that voter identification laws often have strict definitions of the type of identification that can be used to vote.<\/p>\n<p>The research, from the nonprofit group <a href=\"https:\/\/www.voteriders.org\/\" target=\"_blank\" rel=\"noopener\">VoteRiders<\/a>, which focuses on voter identification, and the University of Maryland\u2019s Center for Democracy and Civic Engagement, found 39% of those between 18 and 19 don\u2019t have driver\u2019s licenses. The research was conducted by analyzing data from the 2020 American National Election Studies and U.S. Census data estimates.<\/p>\n<p>The percentage of voting-age students who did not have a current driver\u2019s license was nearly twice as large as the percentage of non-students who didn\u2019t have one, and the percentage of students who did not have any photo ID was around three times larger than the percentage of non-students who did not have any photo ID.<\/p>\n<p>\u201cWe unfortunately have known for a long time the disproportionate impact voter identification laws have on low income and unhoused and black and brown communities,\u201d said <a href=\"https:\/\/www.voteriders.org\/team\/lauren-kunis\/\" target=\"_blank\" rel=\"noopener\">Lauren Kunis<\/a>, CEO and executive director of VoteRiders, which helps voters obtain the <a href=\"https:\/\/www.voteriders.org\/freehelp\/\" target=\"_blank\" rel=\"noopener\">identification they need to vote<\/a>. \u201cNot enough attention has been given to the disproportionate impact that they have on young and student voters.\u201d<\/p>\n<p>VoteRiders also tracks\u00a0<a class=\"Link\" href=\"https:\/\/www.voteriders.org\/share\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">where voter ID laws are changing<\/a>\u00a0and\u00a0<a class=\"Link\" href=\"https:\/\/www.voteriders.org\/student\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">which states accept student IDs (or some student IDs)<\/a>\u00a0in order to vote. In some states, the rules can be confusing. <a href=\"https:\/\/www.voteriders.org\/states\/arizona\/\" target=\"_blank\" rel=\"noopener\">Arizona<\/a>, for example, only accepts student identification issued by public universities. In <a href=\"https:\/\/www.voteriders.org\/states\/wisconsin\/\" target=\"_blank\" rel=\"noopener\">Wisconsin<\/a>, the student ID would have to meet specific criteria, such as including the student\u2019s signature and expiring within two years of the issuance date (which also has to be shown on there).<\/p>\n<p>Of course, voter identification laws\u00a0<a class=\"Link\" href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/voter-id\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">vary widely from state to state<\/a>, and\u00a0<a class=\"Link\" href=\"https:\/\/electionlab.mit.edu\/research\/voter-identification\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">some are more restrictive than others<\/a>. Kunis points out it\u2019s easy for lawmakers to write voter identification legislation calling for specific forms of identification and ruling out others, calling it \u201ca strategic way to effectively cut some eligible voters out of the electorate.\u201d One well-known example: A federal appeals court in 2016\u00a0<a class=\"Link\" href=\"https:\/\/www.nytimes.com\/2017\/05\/15\/us\/politics\/voter-id-laws-supreme-court-north-carolina.html\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">struck down a voter identification law in North Carolina<\/a>, finding it attempted to \u201ctarget African-Americans with almost surgical precision\u201d by restricting the use of types of identification disproportionately used by Black voters.<\/p>\n<p>She points out that fewer young people are getting drivers licenses, and voter identification laws that preclude using student identification \u201cspecifically target the type of ID they are most likely to have.\u201d<\/p>\n<p>At a congressional hearing last week on confidence in elections, U.S. Rep. Terri Sewell, an Alabama Democrat, raised the same issue. \u201cIf my state chooses to accept the photo ID of a hunting license but not a student ID, is that fair?\u201d she asked. \u201cI would say no.
