{"id":14744,"date":"2023-04-13T10:47:02","date_gmt":"2023-04-13T10:47:02","guid":{"rendered":"https:\/\/www.voteriders.org\/?p=14744"},"modified":"2023-04-13T10:48:34","modified_gmt":"2023-04-13T10:48:34","slug":"analysis-millions-lack-voter-id","status":"publish","type":"post","link":"https:\/\/www.voteriders.org\/analysis-millions-lack-voter-id\/","title":{"rendered":"New Analysis: Millions of Americas Lack Forms of ID that are Increasingly required to Vote"},"content":{"rendered":"<h3><i><span style=\"font-weight: 400;\">Young people, people of color are less likely to have valid photo ID, showing potential impact of restrictive voter ID laws on these communities\u00a0<\/span><\/i><\/h3>\n<p><b>COLLEGE PARK, Md.<\/b> <b>\u2013 (April 13<\/b><b>, 2023)<\/b><span style=\"font-weight: 400;\"> &#8211; The <\/span><a href=\"https:\/\/cdce.umd.edu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">University of Maryland\u2019s Center for Democracy and Civic Engagement<\/span><\/a><span style=\"font-weight: 400;\"> (CDCE) and <\/span><a href=\"http:\/\/voteriders.org\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">VoteRiders<\/span><\/a><span style=\"font-weight: 400;\">, the nation\u2019s leading voting rights organization focused on ID education and assistance, have released a new analysis showing that millions of voting-age Americans do not possess a non-expired, government-issued photo ID. The analysis comes as a <\/span><a href=\"https:\/\/www.voteriders.org\/the-state-of-voter-id-in-america-in-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">growing number of states<\/span><\/a><span style=\"font-weight: 400;\"> enact new or stricter voter ID requirements, likely increasing the number of Americans who lack the required ID to vote in their states.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the report, <\/span><i><span style=\"font-weight: 400;\">\u201c<strong><a href=\"https:\/\/www.voteriders.org\/cdce\" target=\"_blank\" rel=\"noopener\">WHO LACKED PHOTO ID IN 2020?: An Exploration of the American National Election Studies (ANES)<\/a><\/strong>,\u201d<\/span><\/i><span style=\"font-weight: 400;\"> CDCE and VoteRiders analyzed data from the <\/span><a href=\"https:\/\/electionstudies.org\/data-center\/2020-time-series-study\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2020 ANES<\/span><\/a><span style=\"font-weight: 400;\">, the premier survey of voting-age Americans\u2019 political attitudes and behaviors. The analysis specifically looked at survey responses from Americans about whether they have a non-expired driver\u2019s license, U.S. passport, or some other form of valid, government-issued photo ID.\u00a0 Only two types of IDs are common to all <\/span><a href=\"http:\/\/voteriders.org\/staterules\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">36 states with voter ID laws<\/span><\/a><span style=\"font-weight: 400;\"> as of 2023: a current driver\u2019s license or a state ID card.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Key findings from the analysis include:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As of 2020, <\/span><b>nearly 29 million <\/b><span style=\"font-weight: 400;\">voting-age U.S. citizens did not have a non-expired driver\u2019s license and <\/span><b>over 7 million<\/b><span style=\"font-weight: 400;\"> did not have any other form of non-expired government-issued photo identification.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In states with strict photo identification laws in 2020 \u2013 including Georgia, Indiana, Kansas, Mississippi, Tennessee, and Wisconsin \u2013 <\/span><b>over 3 million voting-age U.S. citizens<\/b><span style=\"font-weight: 400;\"> did not have a current driver\u2019s license and <\/span><b>over 1 million<\/b><span style=\"font-weight: 400;\"> did not have any non-expired government-issued photo identification. Two additional states, Arkansas and Ohio (as of April 4, 2023), have\u00a0 enacted strict photo ID laws since 2020, with more expected to follow as state legislatures convene this year.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">More than<\/span><b> 11 million young people <\/b><span style=\"font-weight: 400;\">(18-29 year olds) did not have a current driver\u2019s license and <\/span><b>more than 3 million<\/b><span style=\"font-weight: 400;\"> did not have any unexpired government issued photo ID.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">18-19 year olds in particular were the most likely by far to lack a driver\u2019s license (39% did not have a license.)<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Members of <\/span><b>underrepresented racial and ethnic groups<\/b><span style=\"font-weight: 400;\"> were<\/span><b> less likely <\/b><span style=\"font-weight: 400;\">to have a current driver\u2019s license or other government-issued photo ID.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">An estimated 1.86 million Black non-Hispanic Americans (6.2%), 1.86 million Hispanic Americans (6.1%) lack a photo ID, as do 4.5% of those who identify as Native American, Native Alaskan, or another race. This compares to just 2.3% of White non-Hispanic Americans and 1.6% of Asian, Native Hawaiian or other Pacific Islander Americans.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Individuals with a <\/span><b>high school degree or less<\/b><span style=\"font-weight: 400;\"> were the <\/span><b>least<\/b> <b>likely<\/b><span style=\"font-weight: 400;\"> to have a current driver\u2019s license or any photo ID. Over <\/span><b>18.5 million people <\/b><span style=\"font-weight: 400;\">who did not complete high school or whose highest level of education is a high school degree did not have a driver\u2019s license.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The analysis found a <\/span><b>strong relationship between income and lack of a driver\u2019s license<\/b><span style=\"font-weight: 400;\">, with adult Americans earning less than $30,000 lacking a driver\u2019s license at a rate about five times greater than the highest income category of $100,000 or more.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Those who were not registered and those who did not vote in 2020 were far more likely to lack a current driver\u2019s license and lack any photo ID. <\/b><span style=\"font-weight: 400;\">Adult Americans who were not registered to vote were three times more likely to lack a driver\u2019s license (30%) than those who were registered (11%). The results were similar when comparing 2020 non-voters to 2020 voters, demonstrating the disproportionate barrier that voter ID laws may place in front of non-voters or infrequent voters, as well as new or first-time voters.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cThis report shows that millions of Americans, representing all political ideologies and affiliations, may lack the ID they need to successfully cast a ballot in the state where they live,\u201d said <\/span><b>Michael Hanmer, the Director of CDCE and a co-author of the analysis. <\/b><span style=\"font-weight: 400;\">\u201cWith the demographics most likely to lack valid voter ID being among the fastest-growing demographic groups in the country\u2013including young people, people of color, and particularly young people of color\u2013the potential for voter ID laws to keep more eligible citizens from casting a ballot is likely to rise as well as we head toward the 2024 elections and beyond.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overall, <\/span><a href=\"https:\/\/www.voteriders.org\/staterules\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">36 states<\/span><\/a><span style=\"font-weight: 400;\"> have a law that requires or requests voters show a form of ID before they cast their ballots. Since the 2020 elections, <\/span><a href=\"https:\/\/www.voteriders.org\/the-state-of-voter-id-in-america-in-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">16 states<\/span><\/a><span style=\"font-weight: 400;\"> have enacted new ID laws or added restrictions to their current ID laws.
