Mike DeWine signed legislation earlier this month that would require voters to present photo ID at the polls and offer free state IDs to Ohioans 17 and older. The changes are part of a major overhaul to state election laws that the GOP-controlled Legislature passed in the final weeks of 2022.<\/p>\n<p>Proponents say the new law will help boost confidence in the election process, while pointing to public polls that indicate voter ID laws are popular.\u00a0<a href=\"https:\/\/news.gallup.com\/poll\/403052\/eight-americans-favor-early-voting-photo-laws.aspx\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/news.gallup.com\/poll\/403052\/eight-americans-favor-early-voting-photo-laws.aspx&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw0DxMY_WJn7BZe2X-5TMzvP\">A Gallup survey<\/a>\u00a0conducted last year found 79% of Americans favored photo ID, including 97% of Republicans and 53% of Democrats.<\/p>\n<p>Critics contend the new law is a solution in search of a problem, given that voter fraud is rare in Ohio.\u00a0<a href=\"https:\/\/www.dispatch.com\/story\/news\/politics\/2023\/01\/09\/ohio-election-law-faces-lawsuit-from-democratic-attorney\/69790208007\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.dispatch.com\/story\/news\/politics\/2023\/01\/09\/ohio-election-law-faces-lawsuit-from-democratic-attorney\/69790208007\/&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw0czN6ckTEn4jlMPuddJpjt\">One lawsuit has already been filed<\/a>\u00a0to challenge it. And advocates say photo ID laws wouldn\u2019t poll well if people understood their consequences.<\/p>\n<p>&#8220;This law would be one of the most onerous, if not the most onerous, voter ID laws in the country,&#8221; said Lauren Kunis, CEO and executive director of Vote Riders, a nonprofit that helps voters secure identification.<\/p>\n<h2>What does the new Ohio law say?<\/h2>\n<p><a href=\"https:\/\/www.legislature.ohio.gov\/download?key=20302&amp;format=pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.legislature.ohio.gov\/download?key%3D20302%26format%3Dpdf&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw02dynp1xCPGutMGrETfD92\">Under the new rules<\/a>, Ohioans must present a photo ID when they vote in person, whether it&#8217;s on Election Day or during the early voting period. The documents that qualify are:<\/p>\n<ul>\n<li>Unexpired Ohio driver&#8217;s license with current or former address<\/li>\n<li>Unexpired state ID card with current or former address<\/li>\n<li>U.S. passport or passport card<\/li>\n<li>Military ID, specifically a U.S. military ID card, Ohio National Guard ID card or a U.S. Department of Veterans Affairs ID card.<\/li>\n<\/ul>\n<p>&#8220;It\u2019s really a commonsense way to improve the security of our elections,&#8221; said state Sen. Theresa Gavarone, R-Bowling Green,\u00a0<a href=\"https:\/\/www.dispatch.com\/story\/news\/politics\/elections\/2022\/04\/08\/ohio-voting-new-bill-would-tighten-voter-id-requirements\/9489394002\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.dispatch.com\/story\/news\/politics\/elections\/2022\/04\/08\/ohio-voting-new-bill-would-tighten-voter-id-requirements\/9489394002\/&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw08u_JC8wovxWVmdaWwP607\">who first proposed the voter ID changes<\/a>.<\/p>\n<p>Secretary of State Frank LaRose has referred\u00a0<a href=\"https:\/\/www.ohiosos.gov\/media-center\/press-releases\/2022\/2022-10-17\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ohiosos.gov\/media-center\/press-releases\/2022\/2022-10-17\/&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw0FNfCcPbcLf6eDto1vhIfq\">630 cases of potential fraud<\/a>\u00a0to local prosecutors since he took office in 2019, a tally that spans multiple elections. Aaron Ockerman, executive director of the Ohio Association of Election Officials, said the state doesn&#8217;t have a problem with voter impersonation \u2212 the specific type of fraud photo ID requirements aim to prevent.<\/p>\n<p>The new law also changes the requirements for mail-in voting, although it doesn&#8217;t exclusively require photo ID for that process. To vote by mail, you&#8217;ll need to provide one of the following:<\/p>\n<ul>\n<li>Ohio driver&#8217;s license or ID number<\/li>\n<li>Last four digits of your social security number<\/li>\n<li>Photocopy of a qualifying photo ID<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.ohiosos.gov\/elections\/voters\/id-requirements\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ohiosos.gov\/elections\/voters\/id-requirements\/&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw2T0fQUD8qJF2bpR3NQHD1Y\">Current law<\/a>\u00a0prohibits voters from using a passport, but they could use a bank statement, utility bill, paycheck or government document to identify themselves in lieu of a photo ID. Those documents will no longer be accepted for in-person or mail-in voting.<\/p>\n<h2>Voter ID rules in other states<\/h2>\n<p>Eight states have what the\u00a0<a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/voter-id#toggleContent-15991\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ncsl.org\/elections-and-campaigns\/voter-id%23toggleContent-15991&amp;source=gmail&amp;ust=1674831601005000&amp;usg=AOvVaw3I1qW2ggVZE7cMWnMQtOZX\">National Conference of State Legislatures<\/a>\u00a0defines as strict photo ID laws: Arkansas, Georgia, Indiana, Kansas, Mississippi, Missouri, Tennessee and Wisconsin. Ohio was previously considered a strict non-photo ID state because of its requirement that voters cast provisional ballots if they don\u2019t have proper identification.<\/p>\n<p>But even the stricter states offer more leeway than Ohio\u2019s new law. Some permit photo identification from another state agency, such as the Tennessee Department of Safety. Tennessee also lets voters present a conceal carry gun permit with a photo, while Mississippi voters can use their firearms license.<\/p>\n<p>In Arkansas, the ID can be expired if the election is within four years of the expiration date.<\/p>\n<p>Several of these states permit student ID in some form, usually if the university is state-run. Ohio doesn&#8217;t currently allow student IDs at the ballot box, but students can bring other documents if they don&#8217;t have an in-state driver\u2019s license or ID.<\/p>\n<p>&#8220;That isn\u2019t the way to keep young people in Ohio, and that isn\u2019t a way to encourage a young generation to get in politics,\u201d said Katie Seewer, political director of the Ohio State University College Democrats.<\/p>\n<p>Gavarone said lawmakers wanted to ensure voters are showing government-issued IDs, but even some of those appear to be excluded.
